Mrs. Kelley was born on December 31, 1937, in Galeton, PA, to the late Jesse and Iva Loucks. On August 10, 1958, she married James Lewis Kelley, who preceded her in death on May 25, 2025.

Survivors include: son, James S. Kelley (Pamela) of Cairo, GA; grandchildren; Kelly Welsh (Matt), Cara Kelley, Samantha Kelley, Nicole Kelley, and Austin Kelley, and 8 great-grandchildren.

She was preceded in death by: her parents; her husband, James Lewis Kelley and her daughter, Kathy Lee K. Oswald.
